Industrial Enterpreneurs Memorandum Registration with Secretariat for Industrial Assistance, for the purpose of record, a memorandum under the Industries (Development and Regulation) Act, 1951 (65 of 1951) in respect of proposals covered by the Notification No. 477(E) dated 25th July, 1991 of the Department of Industrial Policy and Promotion, Ministry of Industry, Government of India as amended from time to time.

Industrial undertakings, other than the MSME and ancillary industrial undertakings covered by notification No. S.O 232(E), dated the 2.4.1991 (as amended by S.O. 857(E), dated 10.12.1997 availing of the exemption under Notification shall file with the Department of Industrial Development (Secretariat for Industries Assistance), Memoranda as may be prescribed in this behalf by the Central government with the investment of more than Rs. 10 CR. in plant and machinery.

Policy :
Industrial undertakings exempt from obtaining an industrial license, including existing units undertaking substantial expansion, are required to file an Industrial Entrepreneur Memoranda (IEM) in Part 'A' (Form IEM) with the Entrepreneurial Assistance Unit of the Secretariat of Industrial Assistance (SIA), Department of Industrial Policy and Promotion, Government of India, Udyog Bhavan, New Delhi 110011, and obtain an acknowledgement. No further approval is required. Subsequently, immediately after commencement of commercial production, Part 'B' of Form IEM has to be filed.
  • Form IEM duly filled up and completed, in six copies, should be submitted to the SIA in person or by post. A computer acknowledgement containing the SIA Registration Number (for future reference) will be issued across the counter immediately if delivered in person or sent by post if received through post.
  • The IEM should be submitted along with a crossed demand draft of Rs.1000/- drawn in favour of 'The Pay & Accounts Officer, Department of Industrial Development, Ministry of Industry,' payable at the State Bank of India, Nirman Bhawan, New Delhi up to 10 items proposed to be manufactured in the same unit. For more than 10 items, an additional fee of Rs.250/- up to 10 additional items needs to be paid through crossed demand draft.
  • Part 'B' of IEM should be filed immediately after the commencement of commercial production. No fee is required to be paid with Part 'B'.
  • No amendment/modification is made to any IEM filed before 30th June, 1998 except for clerical errors. Where any amendment/modification is sought to be made in such IEM, a fresh memorandum in Form IEM, along with the prescribed fee has to be filed for which a fresh acknowledgement will be issued.
  • An IEM would be cancelled/deleted from the SIA records if, on scrutiny, it is found that the proposal contained in the IEM is licensable.
In respect of IEMs filed in the new form made effective from 1st July, 1998, amendments/modifications will be made by the SIA on the request of the entrepreneur, as per the notified procedure.
